Should transgender females be required to wear secure chastity belt at all times (monitored for non-removal) (legal, abortion)

I wonder if any transwomen should be required to wear a government-approved secure (non-removable) chastity belt with the keys stored at some government facility (to be used if needed for cleanup or whatever, but cannot be copied or taken away outside) - to gain F at driver license and access to any female-only space. A belt is a totally reversible thing, so it can be required even for school age trans-girls. It would ensure safety of cis-girls. I think that is a great idea.
It would slow down the transwomen swimmers enough that they could stop cheating by competing against actual biological women. So yeah, I think it's a great idea.
There are men who wish they were women. But that doesn't make them female. And it doesn't change their "gender".
Let's not go that discussion... There was a clear idea - those who wish they were females and wish to get government recognition as legally female - should have their penis securely locked. Agree or not?

I think that all humans with a genotype of XY should be required to become eunuchs in order to save women from the possibility of having to go to an abortion clinic. I'm fairly certain that the Supreme Court would welcome this idea.
If we are worried about how the human race would be able to perpetuate itself under this requirement, women could simply VOLUNTARILY reproduce by parthenogenesis in the privacy of their own homes. It works for salamanders, so why wouldn't it work for humans as well?

What is creepy? We have a societal problem - transwomen want all rights and a surgery is not always feasible (for age reasons, or for health reasons, or for financial reasons). On another hand, biological women and their partners have a reasonable concern when people who do not want (can not) to perform the surgery demands full access to female-only facilities...
Using a medical device to lock the penis away seems like a great answer to that. Totally voluntary - if one wants a marker F on the driver license - do the surgery or lock it up. If not, one can dress any way they like, but should use facilities for male or unisex.
