We (vets) all have access and the information. Some just don’t want to engage for various reasons: pride, denial, anger, fear of reprisals, unwillingness to challenge acquired addictions …

I'm not sure what you mean by "original Medicare". Medicare, insofar as it requires supplemental insurance for full coverage, sounds like the hybrid programs France and Switzerland have. I haven't taken a close look at those, though, to see how Medicare +supplemental insurance compare.

Whether or not patients can self-refer is an insurance company matter, not a state matter, AFAIK. For example, Kaiser, being an HMO, doesn't allow patients to see specialists without a referral from their primary care doc, no matter where they're located, I'm told. BCBS does, or maybe it depends on the specific plan, but BCBS has allowed me to self-refer to specialists wherever I've lived.

The odd thing is, the primary care docs I've seen don't refer patients to specialists. It's up to the patient to research the type of specialist that's appropriate for them, then Google those specialists, read all the reviews, and choose one. It can be a very time-consuming process.

A limited information article but your headline "Illegals to get free healthcare while Californians struggle." implies that regular Californians are excluded which they're not.

There is a significant illegal population in California that live, work, pay taxes and get sick all the posturing and rhetoric doesn't eliminate that fact and their not the only state. All he is proposing is allowing them to be eligible for the health care system because now they go to the emergency rooms and don't pay which drives the cost up for everyone.
