Yes they are. It’s called psychopathy disorder, aka lacking empathy so they can kill a bunch of people.
Countless people are depressed, isolated, angry, mad, bored, upset, abused, bullied, and they don’t kill anyone because the empathy in their brain is functioning properly.

Most mass shooters aren’t mentally ill, at least not to the point that they kill a lot of people because of their illness. It’s mainly lonely, isolated men who are extremely narcissistic and have a beef with the community that leads to them doing this or they are doing it for political reasons.
To me what you just defined as the suspect also defines a mentally ill person. Anyone that kills people just for any cause can't be all there mentally. There is a screw loose and the person needs help.
Just because you oppose a cause politically or for any other reason, you should not go out and kill people.
