There is no rule saying people can't travel to those states, only that no state funds may be used.
So what is the issue?
The issue was already pointed out in several previous posts. If Montana was as bad as Newsom makes it out to be to have him ban any California official business travel to Montana, then regardless if it is personal or business, he should stand by his position.
Clearly Montana is not bad or else he wouldn’t have vacationed there which shows that his ban is purely political pettiness, which then shows how petty and hateful the Democrats are.
He is the Governor of the most populous state in the United States. He is one of the most high-profile politicians because of this and his aspirations for higher office.
And you seriously asking if he has a security detail with him?
Yes, I'm really looking for confirmation that he has a security detail with him - just like any intellectually honest person should.
Once we have confirmation on that front, we can then discuss who paid for the security if they were on the trip.
Maybe. Maybe the reporter who did this piece is so dumb that they failed to ask this question and give their article some actual teeth. Or maybe this quote is correct:

Or maybe the security detail falls under one of the legislated exceptions. There are exceptions you know. For example, for law enforcement and district attorneys.

All those Governors and their parties and restaurant outings and vacations
All those politicians that flew to open states to have vacations
Geez..wake up people. These "elite" tell you to lock your doors and stay inside and the majority do it while they go off and live life.
