All those lockdowns in the tri-state area were unenforceable. Even Cuomo later admitted that. Millions of people go back and forth on a daily basis between these states.

Yeah we saw those signs on PA highways "Welcome to PA. If you are coming from NY, you must quarantine for 14 days." We did not lock ourselves in our own home in PA. Same signs in NJ and NY.

Unenforceable.
