Not sure, but I do know that parents can remove their kids (and themselves) from Washington State. Might not be a bad idea.

Often no, especially if theres a divorce decree for example.

It IS sort of the crux of the matter. If its not occurring at all, then this is much adui over nothing. If it IS occurring, then the DETAILS matter too-believe it or not there are some truly valid reasons for a tiny tiny number of people to do this while young. IE birth defects of misgendering when you are born with both sets,e tc etc etc

Turns out once you start micro-managing peoples healthcare, and personal lives things get tricky huh GOP?

And those exceptions have always been handled.

Public policy should be based on the needs of the majority, with appropriate exceptions for the exceptions. "Worst case scenarios" make bad law.
