Send it back to the states that WE KNOW will ban or restrict. Make them look like the heroes or villain. We have better things to ignore on our plates. And so they do.

Okay, i think i get it now. This isn't about rights lost, which they weren't, its about now that the states are handling it, the Feds won't be funding them.

I'm not sure I'd characterize them as out of control; just too small to produce a stable long-term policy. It would perhaps be better to bump it up to 20 members, adding one per year. Changing the alignment during a single term would then be more difficult.
Many pro-lifers apparently do not get what the court decided. They said the reasoning in Roe was wrong and that there is no right to abortion in the Constitution. End of story. That does not mean the Federal gov can not codify one. The authority of the president in executive orders is subject to what is granted or inferred from law. When Democrats are in the White House, with this court, this means that unless the law is very explicit then no, Biden can't do anything. When Republicans are in the White House, the interpretation has been that anything a Republican president wants is OK. So at the end of the day, the court will toss Biden's orders.

99% of executive orders are mundane things. They're the president equivalent of those annoying memos your boss sends out to make sure that you're using the right cover sheet on those TPS reports, or directing everyone to find ways to be more efficient.
This will serve no practical purpose as law, but will likely serve to keep the abortion issue at the forefront closer to midterm election day. At some point SCOTUS will need to strike it down, which is likely the goal.
Headline should say "Xoe's Puppet-Masters Put Executive Order in front of Xoe; Meaningless Document."
