It triggers the victims or the criminal? I'd say the last thing a criminal wants is to have his victim sitting there staring back at him during a parole hearing.
It sounds like this DA is thinking that the presence of victims in the court room will remind the judge that there were in fact victims that were hurt by the prisoners criminal actions.
Why doesn't CA just stop arresting people and putting them in prison? It seems that they want to move society to this but it sounds more like they are angling for a dystopian future like the movie "Escape from LA".

The Parole Unit, also known as the "Lifer Unit," will be disbanded by the end of the year. The move comes after Gascon has banned prosecutors from attending parole hearings.
So first it was keeping the prosecutors from attending, now makes it harder for victims to know it is coming up.
And people wonder how these people are getting released on parole.
Hopefully, the people of LA wake up and actually do boot his rear out of office. Perhaps the people in SF will take him back.

same here, i always try to understand both sides and maintain objectivity. Clearly this benefits the criminal and not the victim. furthermore, who is he to feel the need to shield victims? what a joke.
