Sorry but green card holders have been in various gov jobs in the USA.
ahhhh...but a green card holder (Documented, here legally) is not the same as an illegal (undocumented, not here legally)
a green card holder, while a lawful “resident” of the U.S., is not a permanent citizen. Simply put, the green card holder can legally live and work in the country. also known as lawful permanent resident
A lawful permanent resident is someone who has been granted the right to live in the United States for an indefinite time; possibly their entire life. Permanent residents are given what's known as a "green card," which is a photo ID card that proves their status....A grant of permanent residence includes the right to work in the U.S. and to petition for close family members (spouse and unmarried children) to receive permanent residence and join you....There are important limitations on lawful permanent residents' rights. You do not have any rights to vote in U.S. elections, and can be prosecuted and lose your chance at U.S. citizenship if you do so.....After a certain length of time (five years in most cases) permanent residents who have shown good moral character and can speak, read, and write English and pass an exam on U.S. history and government can apply for U.S. citizenship (to naturalize).
Can anyone clarify from a reasonable source that this just means green card holders only or if it means illegals will be able to get hired because this was the only barrier that they'd actually could or would check.

Non citizen includes both people with green card, visa holder, and illegal alien. So that could mean people with green card and/or illegal alien and/or visa holder can work for LA County government
It is my understanding that most government agencies require the use of E-verify because they are often the recipients or sub-recipients of federal government funds.
Go read any other articles. Nearly 900k non citizens will be able to be hired except for sheriff's dept. LA states they need to be inclusive to all their residents
No "green card" requirement or be "legally present" in the US.
The waiver is for both citizenship and voter registration requirements (because you can only register to vote as a citizen).
And they want to further pursue this at the state level.
California will offer state-subsidized health insurance to all undocumented immigrants starting 2024.
