Can anyone clarify from a reasonable source that this just means green card holders only or if it means illegals will be able to get hired because this was the only barrier that they'd actually could or would check.

I would be astounded if it meant illegals.

The article is not clear. They said “non citizen”

Non citizen includes both people with green card, visa holder, and illegal alien. So that could mean people with green card and/or illegal alien and/or visa holder can work for LA County government

It is my understanding that most government agencies require the use of E-verify because they are often the recipients or sub-recipients of federal government funds.

But I did learn a few things skimming this:

Not sure how this will impact LA's ability to get federal funding for anything.

Go read any other articles. Nearly 900k non citizens will be able to be hired except for sheriff's dept. LA states they need to be inclusive to all their residents

Here is the motion..read it yourself.

No "green card" requirement or be "legally present" in the US.
The waiver is for both citizenship and voter registration requirements (because you can only register to vote as a citizen).
And they want to further pursue this at the state level.

It will be in 2024. CA will be the first state to offer subsidized health insurance to all illegals in the state...all 800K of them.

It will cost CA about $2.1 billion a year .
