Interesting, how homicides go from 141 homicides this time in 2014 to 322 homicides so far this year and national media organizations are begging for Commissioner Outlaw's Public Safety expertise!

Does Philly have universal healthcare? Are guns difficult to obtain? How about a generous safety net?
How is it a Democrat “perfection city”? Because some democrats are in office?
Based on the policies, most American cities are Republican “Perfection Cities”
Does Pennsylvania have expanded Medicaid?
Do PA and Philly enforce existing gun laws thoroughly?
