The Supreme Court tries, or at least should try, to tell everyone what the Constitution says about whatever case they have before them.
Sometimes the Supreme Court gets it wrong (see Roe v. Wade). And sometimes the court sees that they got it wrong years ago, and corrects itself (see Dobbs).
Actually , the Supreme Court decides what is constitutional as a document cannot rule one way or the other.
