The one thing about legal discussions like the one you keep referencing with Yale. Its one opinion. It says what you want to hear so you have decided they are correct. I take it you are not a lawyer. There is lots of disagreement among very smart people on this.
No, it's not just some writer's opinion. It cites and discusses specific court rulings pertaining to the PRA.
I'm surprised no one has jumped on this as one of the defendants in the cases cited by the Yale article is Dick Cheney, the VPOTUS the left loves to hate. Guess what? The court dismissed the case against Cheney. Why? Because the PRA gives POTUS/VPOTUS full discretion as to how to manage their own records, AND the PRA has no enforcement mechanism. Neither the FBI nor any other federal law enforcement agency has the legal authority to enforce the PRA. Period.
Nope. Not when POTUS declassifies documents/materials. POTUS has the unilateral authority to declassify anything he wishes, at any time he wishes up until he leaves office, with no obligation whatsoever to follow any procedure other than that which he himself deems necessary.
What you describe applies only to underlings who have been delegated with the task of declassifying document/materials. Please educate yourself.
