And there would have been recounts. There are systems in place when the elections are that close.

Meaning, that if fraud had occurred in this Iowa district, it would not have been caught in time, and, potentially, would have fraudulently changed the outcome of the election in Iowa's Second Congressional District.

Why would he not be proud for upholding the rule of law?

What happened in Florida was there was zero evidence of any kind of fraud, there was no contested races and they found 20 votes over a bunch of counties (not in one district even) that were votes made by felons primarily who shouldn't have voted.
So maybe Florida's system isn't so good right?
Because in most states you can't register to vote if you are a felon?
What is the state doing that allowed these people to register to vote?

I am unsure what you are trying to get at and you managed to contradict yourself. The Governor's new department of election integrity found twenty people who committed voter fraud, and are seeking to charge and prosecute them.
