The Constitution requires an "actual enumeration" of everyone present in the United states. Whether or not the 2020 Census should have a citizenship question went to the Supreme Court which said that such a question was permissible, but the Department of Commerce, which is the department where the Census Bureau resides, waited too long to change the process, and held that the question could not be added to the 2020 Census.

In any case, everyone in the US gets counted, regardless of status.

for example, technically, the moment someone relinquishes their citizenship , they can no longer be an alien in another country, as they have no legal ties to another country.
