It just seems like he's flip-flopping, but he's always been a weasel. He's been taking every side of every issue, just in case, so later on he can say he actually suggested the opposite view as another possibility

It won't matter who's in charge since they are the opposite side of the same coin except for a few sane members of the R's.

No, the mask efficacy didn't change. Masks stop an infected person from sneezing or coughing spit and saliva onto people, but social distancing solved that. Even now we have studies coming out that are confirming the WHO report from in Oct 2019. An N-95 mask properly worn by an infected person has small effect, but not enough to have ever warranted a nation-wide mask mandate.

A letter from top-level doctors and researchers arguing against the effectiveness of indoor mask mandates, along with pushback from health departments, cities and business groups, possibly played a role in a surprise decision not to re-institute the mandate in Los Angeles County last month.

I would agree that earlier in the Pandemic that distancing was more important than masks for the general population. But for high risks it may have been more important. Especially in concentrated medical facilities. Later on the Pandemic with the much more transmissible variants it began to make less difference. Mandates today make next to no sense elsewhere.

Can't stop the spread of ignorance though that prevails by the avg joe who thinks taking a first aide course makes them a doctor.
