However states that follow California's older emission standard rules such as Pennsylvania and Colorado have said that they will not be adopting the ban.
Why would we have a goal to have less choice and have an inferior product due to government mandates?

Normal Americans won't stand for this nonsense.
Look at what they did to the lightbulbs. Now you have to pay $6 or more for a lightbulb when you used to be able to get four bulbs for a dollar. The expensive bulbs even have to be changed more often in my experience. Did anyone try to prevent that from happening?

When escaping california one tip is to make sure not to end up in the states or cities that are California wannabies. Kind of like wet and rainy states/cities/countries that want to adopt California's bag policies overtime forcing a switch to paper or cloth which gets totally soaked or torn in the pouring rain. Its very bad these days.
Also EV is really not a long term solution as the power has to come from somewhere. I be curious whether most PHEVs would be banned since they only allow 20% PHEVs to be sold. I guess hydrogen and CNG are still considered ICE. And the worst part is many people do not have access to charging readly which means the only time they could rush for a charging station is during the peak hours when they have time from work. Many public electric outlets in certain cities also ban parking 2am-6am to prevent people from camping or sleeping in cars/rvs and it takes time to charge especially if you don't get access to Tesla's superchargers, which can still take up to half an hour. And the lines there can be a madhouse during the evening commute.
The real issue is getting the infrastructure up as many auto manufactores are embracing EV and alternative fueled cars thats the real goal.
