This court rule the Florida Clerks Association was so adamant against changing appears to date back well before DeSantis was even a consideration for governor. Possibly back to the 1990s. The Florida SCOTUS paved the way for the change in 2021.
Despite the OP's efforts this appears to be a positive for the governor DeSantis.
Who decided FL was the freest state? That's an interesting debate in and of itself. NH would probably throw its hat in the ring, as would TX closely followed by ID, MT and SD. And many others probably think they are in the running. But AK would probably win the title in my immediate estimation.

I would expect that school boards, cruise lines, teachers, Disney Land and mayors don't think it's such a free state.

Maybe DeSantis should read up on constitutional freedoms? Or stop proposing legislation just to enhance his standing as a presidential candidate? He should know better.
