Wow. Just wow. Anyone can tell that Joe Biden is a mental midget, but this is the most disturbing 33 seconds of video I've seen since I watched Stacey Abrams in a beef brisket eating contest.
Joe Biden is rapidly declining. To say otherwise is to have the same integrity as KJP.
Hard to watch, especially considering he is the leader of OUR country. Did they not inject him with the right drugs? Where were his handlers?

Someone obviously forgot to inject him with whatever they inject him with. Either that, or he was filling his Depends and didn't want to make a sudden move.
