Now take a look at the states missing from that list:
California, NYS, Washington, Massachusetts, New Jersey.
You name it, the deep Democratic states. These are the states opposed to do anything about our illegal immigration problem because the Democratic party is against any and all reasonable restrictions on immigration.
Republicans may not do enough, but Democrats are far far worse.

And that's what Florida started to do re 2021, passed by DeSantis.
They discuss this topic in this video. Basically, the plan is to allow so many people in from other countries that borders become irrelevant, then they can say "well, it's too late now." Until we reach that point, they will weakly feign concern about the borders. It's an important step towards globlism.
We're talking here about undocumented immigrants; not scientists who have overstayed their student visas.
What makes you think HB-1 workers and foreign students don't overstay their visas? That makes them illegal aliens, or what you euphemistically call them to make them sound less destructive to the US... "undocumented" immigrants.

The DOJ has already ruled that using E-Verify to confirm employment eligibility is unlawful citizenship-based and immigration status-based discrimination. The link was posted earlier in this thread.
We aren't going to deport 11+ million people who are here illegally. Anyone who thinks we will is delusional.
That video is from a few days ago and the statements from the interview are from a few weeks ago. You'd know that if you watched the video along with the stated goal of 100 million. That's the "until we reach that point" I'm referring to. 11+ million makes it difficult to deport them but 100 million obliterates the border completely.

The push back will come from those who object to a Federal Data Base, even now verifying the credentials of a doctor requires a state by state enquiry because there is no central data base. What is needed is an updated guest worker program that is manageable and allows for the employer verification that you speak of.
With it legal guest workers information will all be on record and it won't be a guessing game.
