The pandemic money given to states had extremely loose conditions.
No one had to vote on how to use the money.
My state used the money to pay for 2 year technical degrees for students.
I think CA gave the money back to their people.
Other states kept the money and initiated tax cuts for their residents.
There was no hard and fast rule on what the money could be spent on.
Thank Congress for that.
Every example you gave has the states using the money for the benefit of it's own citizens.
DeSantis didn't do that. Instead, he spent Florida money on behalf of Texas. Maybe he owed Abbott for something and this was a payback?
