MEH ---- I get the concern but they aren't talking about the person who just doesn't want the vaccine. They are talking about people who have (as cited in the article an example) extreme anxiety about needles or getting a vaccine. It isn't specifically the COVID vaccine.

It isn't a college persay and that's not what they are addressing.
They are talking about patients with mental health issues that have an unusual fear/anxiety of needles and immunization...not just COVID specifically.
It isn't about going after people who just don't want COVID vaccine.
It's poorly worded. But if you read it carefully -0- you see they are addressing not just COVID vaccine deniers in principle but mental health patients with extreme aversioni to the idea of getting an immunization.
IT addresses COVID because yes like the US, Canada had vaccine requirements.....so they talk about how to deal with patients that need the COVID vaccine -- say for travel -- but suffer unusual anxiety about needles or immunizations.
It's a slippery slope and they deserve the criticism for not better articulating the concern.

Yes and no. The covid vax is mentioned 2 times in the first paragraph of the memo Then in the paragraph talking about fears and exemptions to "the" vax they use fear of needles as an "example" for psych treatment approach.
