Probably all the above since work permits are routinely handed out illegals, even those facing deportation.

That's not how the law works, especially when we are short of immigration courts to handle the cases.

The contractors that clean Target got into deep ... a couple years back for using illegals. That's the beauty of contracting. Everybody can say they had no idea so and so was doing that.
