Which ones do you want to impeach or go after? I assume you mean the entire Congress and Presidents for the last 50 years at minimum but likely more if we follow the logic of the OP.

So how does that change by allowing them into our country before their case are verified? We'd still be short of judges to handle their cases only the drawback would be that they in the meantime be allowed to roam around our country for the taxpayer to care for and many of them don't even show up for their court dates anyway because they know they were making bogus claims.
