There is a very logical and extremely revealing reason for that. All one has to do is read Sergey Nechayev's "The Revolutionary Catechism." Most all of the leftist states, especially the ones that have committed major genocide, have based their modus operandi directly upon Nechayev's work.
Mao, just like all the other big communist figureheads, did not randomly kill 20 million people. They were targeted. And those remaining, that he did not slaughter, were allowed to live for a very specific reason. And they did not revolt for a very specific reason.
Another revealing bit of literature that is directly related is the discussions within the hierarchy of the Weather Underground, half a century ago. The plan was that at least 25 million Americans would be "liquidated" once the "revolution" was realized. Which 25 million do you think that was meant to be? And why were they to be eliminated? The answer relates directly to your comment.
There is no random killing with these people. There are very specific targets. And those left alive are left alive for a very specific reason. That reason answers your implied question here. Again... there is a reason they (the Chinese) didn't revolt after having 20 million of their countrymen killed. This. Everyone thinks a 'revolution' would be as clear cut as a war on a battlefield with soldiers in different uniforms. It's not as clear cut as people think.
It's best described as being systematic in their approach. No matter how they do it still would raise suspicion in a free society and an actual investigative press with biases. But we see what these people have all but eliminated in the US. They know most don't follow the news in detail or research what they see on tv online.

They can't afford to kill their own people any longer. They already have a very serious demographic crisis emerging. It will either be a higher standard of living at the expense of the west, or the west will toss them out like last weeks leftovers, or they will slowly coast towards irreverence and obscurity and become a giant North Korea. I think we know what side corporate America is on. They love China and will never let go until their greedy little fingers are pried off the prize they can never collect. I agree. While still remarkable in some ways (I write “some” ways as protests are actually more common in places like China than some would think), western media are making this seem much larger than it is.
Eventually every nation has its opportunity to overthrow an oppressive government.
