The guy isn't qualified. He's a thief and can't tell the difference between his property and someone else's property. Not qualified to do the government job he was "installed" to do. Plain and simple.

The norm is for people to then go on to apply themselves and show a growing list of successful jobs where they excelled above expectations. When you get hired to a high position within the federal government, you should be the best the nation has to offer for that position. All this person needed was the right LGBTQIA++ footnotes, and got the job.
