Don't know about your definition, but I wouldn't call what those men went through as something that should be a commitment to "ethical" research.
If you look at the quote, it seems she was differentiating the two. She commemorated them and said things are different now.

Not with regard to the experimental COVID vaccines. The American people are the guinea pigs when it comes to testing long term effects and complications.
America's involvement with the whole experiment is a disgrace to the medical profession and an unfortunate reflection of the racial insensitivity in America that extended well into the 70's. Waiting now for the anniversary of all those who were exposed to nuclear explosion's and radiation both in the military and in the unsuspecting civilian population in Nevada.

It was a disgrace to several members of the legal profession, too. One guy was denied a federal judgeship because of some ancillary matters.
What continues to astound me is that it was there in plain sight and no one said "The emperor has no clothes!"

Perhaps I missed it, but where in that quote did she say that things were different now?
Although, I guess in thinking about it you could say that. Now, before someone injects you with an experimental drug or makes you part of an experiment they make you sign a consent form waiving your rights to sue them if anything happens.
Of course if you don't sign that consent form for things such as an experimental vaccine, they then try to take away your ability to do things such as provide for your family or travel freely.
