I mean why didn't they shut the trash off and give the bill to a collection agency, no pun intended.

That is odd. Any places I have lived there was a contract for a private trash collection company, not the city, so it was a civil collections issue, certainly not a criminal complaint. They stop picking up the trash, and then send it to a collection agency. That city needs to take a close look at their laws.

Where we live the city has a contract with a company and it is part of the property taxes. Not sure if that would make a difference in this.
