WEF has a similar 'idea' or policy stance.

Nothing new. It's just a matter of time before cash will be eliminated and that you will have to have an RFID implant in your hand and use that to access your money. They will want to track all of your spending.

It does seem that the plan is to be able to scan someone and get their digital ID. A chip can do that but there will be too many against having a chip inside them. One way around this is inserting a chip at birth. Or an incentive like maybe if you get a chip you then get UBI. Another is only those with chips can access bank accounts. etc

My guess is they want to avoid a chip if possible and somehow scan your body to get your digital ID, maybe with a gene or dna 'faxine' that can be read not only with RF scan but also 5g? Then everyone can be tracked in real time even without a chip or any device. If you move out of range of 5g then skynet will track you.
