On paper, it seems worthy.

In reality, that $13 billion spent as a reinvestment back here in Appalachia might go somewhere. I don't know. It depends on if the population would take the hand up.

Biden should get $0 in new spending for the remainder of his presidency. And claw back the $150B that was already pissed away on Ukraine, with interest.

Actually, there should be a special tax on the 81 million Americans who voted for Biden to pay for this. $150B is ~$2,000 per Biden voter.
