Yes, it's complicated, you need to be military to figure it out. Did you miss the comments from all the Armed Services leaders in Tuberville's one senator blockade, this is senseless.

Does the opinion of these Armed Serices leaders count?

Actually it is his fault, because the policy makes the guy work 2 jobs until the Senate can confirm a replacement for his old job.
