They want to spend billions to fix something the students there never cared about. These teens would rather terrify innocent civilians in cars than study hard to get good grades in school.
There isn’t enough money in the world to fix any public school anywhere.
Only good parenting can make a dent in schools that already receive exorbitant amounts of funding.
14.4 Billion wanted by people who probably cannot balance their own checkbook.
If only their stupidity was the cause, it is not; corruption is. In the past 5 years, CPS spending has increased 51%; while enrollment has decreased by 20%.
Money wont solve the problem in Chicago. Only 2 ways to fix that hell hole. They either have to get the parents to start giving a damn and actually parent their wild little beasts. Or wipe out all of the hell spawn from the city. Neither will happen, Chicago is a lost cause.
There's only one thing that is ever going to fix the schools in the long run.
Caution: it's not going to be politically correct.
Start cutting off welfare benefits and start forcing fathers to pay for their children. When these people are forced to take responsibility for their own lives, AND GET JOBS they will realize that they have to stop having children they can't afford, and they need to study to get either blue collar or white collar skills in the real world.
And when these "fathers" (biologically only) persist in feigned ignorance of their responsibilities, they need to go to a place with razor wire, guard towers, and 14-hour workdays.

They can start by closing down or consolidating the dozens of schools that are at less than 1/3rd capacity because fewer and fewer people want to send their kids to those temples of rot.

The same needs to happen to the women that birthed those irresponsible father's kids. Sterilize all of them as well, keep them from reproducing, the men and the women.
