I looked at the picture against and he definitely looks Middle Eastern, if not Palestinian than Iranian with that beard, people from that part of the world have that certain look and its what it looks like to me. Maybe not part of an organzied attack but a Muslim immigrant who was self radicalized.

It looks like most of the victims were at an all-American type bar and grille so it fits the profile that the shooter would be an Arab/Palestinian or some other type of Muslim.
