There is no "slave labor" outside of their prison system. The relative difference in wages reflects different buying power of those wages.

We've taxed ourselves into economic decline. The gubmint is happy, though. So are the recipients (over 60% of the population enjoys some level of public charity - entitlements, benefits, pensions).
