Biden did one of these:
1) Told an obvious lie about not issuing a presidential proclamation for trans visibility day on the same day as Easter.
2) Has severe cognitive issues to the point that he can't remember proclamations he made just a few days ago.
3) Has handlers doing things in his official name and with his official powers without keeping him in the loop.
