Why do people think white person osmosis is needed for other groups to succeed? Isn't that kind of racist to think that other groups only do well when whites are nearby?

The problem here seems to be that the 3 white neighborhoods that wanted to secede are not connected and are separated by some neighborhoods that are majority black, hence why the entire governing body of the new city is almost entirely white and the vote was 54/46 on creating a new city.
Part of the law is that the city has to be contiguous.
So its less about any of the stuff you said, and more about this being a sham idea just to create a segregated school system.
Affirmative action, DEI and other policies are based pretty much entirely on the premise that blacks (and Hispanics) cannot succeed on their own in American society without the help of special privileges.

Many Americans suspect that affirmative action, DEI or racial quotas would not be needed if all races were equally competitive academically and in the workplace.
They may not say it out loud out of politeness. But that is the subtext.
Many blacks have prospered despite this, but the fact remains that out of wedlock birthrates, with no father figure, put kids at the highest risk of educational, criminal, and behavioral issues.
And it appears that many residents are tired of it. If the state and city don't want to listen about the bad schools and high crime, go to court to create your own city. And that's exactly what people are doing.
The lack of Black fathers in homes has been shouted from the rooftops for generations by people of all races, yet it's gotten worse. Men who father multiple children and then fail to actually be a father (fiscally and emotionally) should be ashamed and scorned but it seems to be a bragging point to these guys and the community just shrugs it's shoulders.

Screaming about it from the rooftops isn't going to work. And for those out there looking to pounce on it, cutting off welfare isn't going to work either. Nothing has worked. The individuals who engage in such behavior aren't ashamed. They don't care about anyone but themselves. They feel no guilt or shame. I would also wager that wage garnishing isn't as likely to work either. Think about how many deadbeats are in prison or are unemployed for long periods of time. Unless you're willing to go down the route of a dictatorship (something I am against, as I don't want to live in a dictatorship), there isn't much that can be done. We're in a society that is hyper-individualistic. Many people don't even care about the communities they live in. It's "Get mine and forget everyone else".

What about those who think that Blacks are a burden on society? What about those who have accused Black people of being lazy or nonproductive? Most of the time, when that comes up, I hear that from the far-right.

I'm just guessing that that to you, everything Black people have been through for over 250 years (up to the 1960s) means nothing.
