Getting rid of Hamas is a tactic. The strategy is to get their Islamic neighbors to stop trying to annihilate them so they can live in peace. But the more Palestinians that die, the more the neighbors will resent Israel. That's Biden's point. Play the long game. But the long game doesn't help Netanyahu who it seems has some ulterior motives of his own.

It's also worth noting the the appearance and projection of power is literally the 'currency of the realm' throughout the Middle-East. Placating the death cult arguably empowers/incentivizes its members to perceive a win and continue to escalate, whereas containment coupled with the credible threat of FAFO policy makes the death cult's leadership think twice. The leadership might want to cut your head off, but they all enjoy their harems and five-star hotels in Qatar an awful lot.
