We seem to be in a strange phase right now. It's similar to the early 70s. After MLK was assassinated, it was like the entire nation took a collective guilt trip and decided it was time to be hands-off when it came to black crime. Looks like George Floyd is having the same effect. Net result will be a new Bernie Goetz stepping up followed by Giullianesque policy. It can't come soon enough.
The judge is a complete sociopath and should be thrown out on his ass.
Even if you buy into the idea of a stacked system against black people, at some point the reality of career criminal has to kick in and you have to put aside this bizarre insane social justice crap that these judges are doing at the expense of the public safety.

You never know who you are around when among strangers in public, they could be an extremely violent repeat offender like this.
It doesnt mean live in fear. It means be aware as much as possible and maintain the ability to defend yourself if needed.

The problem is no hard-on-crime judge is getting elected in that area. They get the judges the people want and the people want judges who are soft on crime.
The solution is simply to live somewhere else and take your taxes and consumer spending with you. Never give a dime of your money to local governments that hate you.
