What should the government do about the rapid growth of cities which are rapidly growing but are running out of water. They say that places like Phoenix, Las Vegas, LA and other places in the desert Southwest are running out of water.
What should the US Government do to discourage population growth in these places? Or should they do nothing and let the situation handle it self by huge water bills? Advice?
