Nope. It's foreign policy/trade policy, not a treaty or an FCN. That was part of the neo-liberal institutionalist agenda. Liberals are big on collective security agreements. Neo-liberals don't reject that, they just think Multi-National Corporations and Non-Government Organizations can do a better job.
