Keep in mind this is a city where the mayor was caught on tape smoking on crack with a hooker, went to jail and then was re-elected by the local citizenry.

That might be part of it but it just seems like reading, writing, spelling, comprehension, phonics, etc just aren't a priority in our school systems anymore. I mean, if you were to read some of the memos that my co-workers write up, you would be astounded that these people actually made it past the 3rd grade. And these are people coming from various backgrounds, education levels, etc.
