That's the only place I've seen that. I know for certain that all major media outlets were sent this video and asked to verify. I've yet to see anything about it.
The last line is most telling. He'll veto it without that provision.

Saw the video on uTube earlier. The congressman on the bottom says Paulson will have Bush veto the bill if it doesn't cover foreign paper. He goes on to say that it means that China can dump its bad Shanghai Bank paper on the L.A. branch of the Shanghai Bank and sell it to the Treasury. I guess that'd be up to 800bills worth.
Of course, China's bad paper is just U.S. used paper so we'd just be recycling our own s**t. A worthy job for Congress.
Just say NO ! ! ! to bail.
