It's a violent act, but it is not an indicator that a nation or a culture is turning to violence as a response to social upheavals. There are hundreds, maybe thousands of isolated violent acts in America every day. That by itself does not say "violent solutions" have arisen.

I agree that the title was not well thaught out. I wouldn't call suicide a "solution", more like a "bad conclusion". It is isolated. And I think that the word "fear" was used just to draw attention.

"As the economy sinks, officials fear violent solutions"

Revised:
"As the economy stinks, officials fear the oder came from them creating unexpected conclusions"

I think that hard times and economic pressures can make some people feel so hopeless and depressed that they honestly believe there is no other way out.
I also think that when our political leaders start taking cheap shots at one another in their campagn ads that it can insite anger and potential violant behavior.
