What you seem to also forget is the chain of events that led up to 9-11 did not start the day Bush took office. 8 years of pandering and ineffective action towards terrorism by the Clinton administration told people like Bin Laden and Saddam that the US was a paper tiger, give em a bloody nose and they will run away. That is why Bin Laden figured he could attack the US with impunity and get a Clinton type response of treating it as a law enforcement issue. What Bin Laden didnt realize is that The Bush Admin (At least in the beginning) wasnt going to sit back and take it.
Yes, it is all clear now - I forgot that Bin Laden is...still on the loose.
