There's a simple answer to this question: if he happens to be a Republican, then anything he disagrees with, even a tiny little bit, must be the fault of the Democrats. (Last I checked, the Administration currently in power happens to be Republican...but why bring up silly little technicalities like this?)

Where do we get these bureaucratic Einsteins?

"Cow tax could milk farms dry.......
The tax, in varying amounts, would be applied to other livestock as well, including beef cattle and hogs"

The environmentalist lobby is massive and well funded by people with their own agendas and financial interests. With that proposal they kill two birds with one stone. They eliminate a greenhouse gas and drive the cost up for red meat make it less of staple food source. Hold onto your seat for the next few years as proposals like will most likely be the norm.

Where does the obligation to pay for "cow farts" come from?

Demonstrate in court that your property was harmed by my property, and you may be awarded damages. No victim - no crime.

The idea for this came from the Kyoto Treaty.

Ah, that changes everything. Normally it's wrong for a bunch of unaccountable bureaucrats to steal your money, but when it happens in the former imperial capital of Japan, oh, then you just have to bow.

I wonder how many countries that jumped on the Kyoto bandwagon have lived up to their obligations?

The fewer the better. I'd hate to think that Bush actually accomplished something during his term by holding back the eco-nuts...
