Or it could be they have recognized that utter stupidity of their first bailout of just handing over 100's of billions with no strings attached.

This "Auto Industry Rescue" bill includes a 5% payraise for federal judges. Why?

Because federal judges are grossly underpaid, but the normal formulation implies that Congress raise its own pay, and the kneejerkers out there go berserk if you do that.
