Korea is more of minion to china, the yongbyon nuclear reactors are currently being dismantled in exchange for perhaps natural resources such as coal from china and grain from both the u.s. And japan.

Colin powell even said once "we didnt like what they were saying, refering to chavez" that means regardless if we are wrong and they are right they are still wrong because our opinions is what matters and we have to act accordingly to make sure our investment or influence in a specific region is not affected/tampered with.

The short answer to this question originally posted is the network set up by A. Q. Khan and the ISI. Pakistan's secret service agency arguably the third best after Mossad, and Russia's SVR.
In a highly classified arrangement with approval from the CIA and the DOD, Pakistan's Musharraf and A Khan have supplied Iran and North Korea with Pakistani, Isreali, and Chinese nuclear technology. This was done in effect to create an asian and middle east 'bull in a china shop' concerns for geopolitical control that are in American, Chinese, and Isreali military interests.
The American DOD need North Korea in order to continue a military presence within Japan, South Korea, and the Phillipines.
Whereas technology supplied to Iran by Pakistan and Isreal is for the purpose of
1) counter India's RAW intelligences agencies in Afghanistan and Kashmir.
2) domestic politics within Isreal's Likud wing.
Hollywood of all places actually does a fairly god job interpreting how some of these arrangements came into play during the Russian invasion of Afghanistan with its reasonably accurate movie Charlie Wilson's war.
It should be noted however that within recent years, MOSSAD and RAW have been working closely together on joint-ops to counter ISI's strong connections within the Muslim world.
Also of note is the fact that the ISI is the primary information gatherer for the CIA in regards to intel from Iran, Afghanistan,Tajikistan and Uzbekistan which means all the sabre rattling the media portrays towards Pakistan is for show. Simply put the US can not afford to go to war against Pakistan because it still remains one of the most strategic geopolitical allies the CIA and DOD have.
