I think Hoover was one of the worst because he started the Great Depression by causing greed and such in the market.

Just as a point of clarification, Hoover didn't cause the Great Depression and he certainly didn't cause the over leverage of the stock market. He didn't help matters, but he didn't cause it., that honor in part goes to Calvin Coolidge.
