So w/o going way off topic... If you are looking for Fed gov. to help local atrocities how do you feel about the Patriot Act? Can one rapist discipline another?

I don't hold with the Patriot Act. I think the Federal Government acted properly to solve some problems but has also acted improperly in other instances. And that the government acts improperly in some instances is hardly a strong argument that the government then shouldn't act at all.

And actually yes, one rapist can disipline another. It happens in business every day.

Yeah government which is supposed to be "We the People" is the answer.
If you mean a government that is autocratic, like Bush and his cronies worked toward, or a theocracy ,which the religious right would like to get going, or
