Purely, and I mean purely, out of curiosity, what law has been violated and how does this differ from offering a making a dowery offering?

Well, the girl is underage. Also it doesn't look like they got married, the dad just sold her off for some cash and booze to live with this guy -- kinda like a prostitute.
In our culture, we hope that our daughters will get an education beyond having sex and cleaning a house. Whoring them out at 14 generally cuts short any higher education aspirations the girl may have had. With arranged marriages and dowry offerings in say, the Indian culture -- they wait till the woman is an actual woman with an education. Here, it looks more like the guy loaned his underaged daughter out.

Last I knew prostitution and human trafficking was against the law.
Prostitution: Engaging in sexual activity with another person in exchange for compensation, such as money or other valuable goods.
At the very least offering your 14 yr old for sex is child endangerment.

It differs from a dowry in that the "bride" actually has to be legally married before consummation. Not to mention in this country it is not legal to marry a 14 yr. old.
