Id say it was the day W got re-appointed in 2004, but for conversation sake and the sake of giving him only 1 option probably him being declared president in 2000

First option is invalid. Hoover's interventionist policies caused the great depression and FDR's New Deal prolonged it, but the stock market crash of 1929 was not a catalyst for the GD.
