Dumb-dumb, the point is what will be Obama's terrorism fighting tactics? Will he be less aggressive and more passive, therefore causing a terrorist attack to TAKE PLACE again on US soil? Remember, since 9/11, Bush has kept our country safe since then.

I heard a theory that [tinfoil hat on] these 40 guys might have been guinea pigs unknowingly infected by a larger operation to test the effectiveness of this illness as a bio weapon.
Having passed the test, the disease is passed on to carriers (whether via fleas or as a contagion in their own bodies), and brought to a place where many people are packed tightly togetherl. A week or two later, the disease suddenly crops up in various areas of the country and spreads from there.
An incomplete theory, granted. But just another possibility of what might have been going on at this camp and why those 40 died...
I don't think Algeria was on the list Rumsfeld-Cheney had prepared for him when he took office, as "the potentials". The list included Iraq (happened), Iran (almost there, likely curtailed by "surprise" in Afghanistan and failures in Iraq) and Syria.
But if Algeria had made it, I ask, why not Saudi Arabia?
Plague is a very communicable disease. This may have just been a natural outbreak in an isolated population of camel herders (discription - not insult). IIRC there are anti biotics that can cure the disease if administered in time.
